The Vacancy

International Waqf Fund is a faith-inspired development and Endowment agency working since 2004 to transform the lives of some of the most vulnerable people in over 40 countries.

Our Birmingham, UK office is recruiting for the position on ‘Corporate Services Manager’ to join the Waqf team on a permanent, full-time basis. The organisation is currently operating to a hybrid working model.

The department responsibilities include sustainable investment management; portfolio development; finance optimization; Sadaqah Jariyah; business development; internal communications; and staff training.

The purpose of the role is to coordinate the development and management of effective governance structures and processes that enable the Trustees and Director of International Waqf Fund to lead the development and oversight of the IWF investments and income in order to effectively fulfil its objectives, vision and mission. To oversee departmental corporate governance structures (finance, admin, HR, facilities, compliance), in line with annually agreed targets and budgets from major donor opportunities & partnerships; in support of the activities of the International Waqf Fund. Reporting to the Director, post holder will be responsible for managing the function including internal and external management and performance reporting, managing rental income of Waqf assets, financial accounting and ensure consolidation of accounts and auditing across organisation’s operations.

The successful candidate must have or be:

  • Member of one of the professional accounting bodies (ICAEW, ACCA, CIMA) is essential. A management degree is desirable.
  • Substantial experience of audit, regulatory frameworks, risk management, assurance, control of financial resources and financial management at a senior level
  • Ideally from the big 4 audit background.
  • Proven experience of managing staff at managerial level, strategic planning, budgeting and corporate decision making
  • Proven experience of engaging with and influencing decision-makers with sound political judgment and sensitivity.
  • Ability to demonstrate strategic leadership skills particularly in a changing environment.
  • Ability to communicate clearly and effectively using a variety of techniques.
  • Proven experience of collaborative working as part of a high performing team at a senior level.
  • Demonstrable analytical, problem solving and conceptual skills to support effective strategic thinking.

IRW’s ICT team is recruiting for the position of ‘ICT Support Engineer’ to join its dynamic team on a full-time, permanent basis, based out of its offices in Birmingham, UK. The organisation is currently operating to a hybrid working model.

The ICT Support Engineer (SE) is responsible for providing all levels of support to all staff in UK and overseas offices, working with third party support teams where required. Duties include troubleshooting, supporting and managing issues with workstations, laptops, telephones and authorised software with a basic knowledge of networking and infrastructure.

The SE works with the ICT team to:

  • resolve user queries and issues
  • apply fixes or workarounds
  • assist with the investigation of problems
  • introduce new solutions
  • maintain ICT systems, networks and assets.

The SE also works to support the ICT team members to support the services provided by Islamic Relief global datacentres, including those provided by Information Systems and Security.

The successful candidate must have or be:

  • Experience in a desktop support role with an extensive understanding of the workings of user devices such as computers, laptops, peripherals and mobiles
  • Experience of Microsoft Office365 support and administration
  • Experience of Microsoft Active Directory, including Group Policy
  • Network and server administration
  • Knowledge of ICT security solutions and their application
  • Experience of delivering small projects and service improvements
  • Excellent communication skills
  • High standard of written and spoken English
  • Behaves in a positive manner encouraging staff to give honest feedback on ICT services.

About the Project:

The project “Scaling-up Extreme Poverty Graduation and Climate Change Resilience in Disaster Vulnerable Communities in Asia (SCALING-UP GRADUATION & RESILIENCE IN ASIA)” aims at increasing the food security and income of the people by helping them graduate from extreme poverty and improve their socio-economic wellbeing and dignity whilst empowering and strengthening their capacities and resilience to anticipate, adapt and response to any disaster- and climate-related risks and vulnerabilities.

Project Outcomes:

  1. Enhanced livelihood with increased income, assets and social development of the targeted families and communities.
  2. Strengthened community-level resilience to disaster and climate change impact.
  3. Strengthened system and capacities of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Special Geographical Area (SGA) level institutions and stakeholders on disaster and climate resilience and scaling-up Locally Led Adaptation (LLA) mechanism.
  4. Strengthened Islamic Relief in-country, regional, and global level capacity on innovation and learning sharing and scaling up Poverty Graduation Model, Disaster Risk, and Climate Resilience initiatives.

This 48-month project will be implemented in the five (5) barangays/communities in one of the municipalities in the Special Geographic Area in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Project Outcomes:

  1. Enhanced livelihood with increased income, assets and social development of the targeted families and communities.
  2. Strengthened community-level resilience to disaster and climate change impact.
  3. Strengthened system and capacities of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Special Geographical Area (SGA) level institutions and stakeholders on disaster and climate resilience and scaling-up Locally Led Adaptation (LLA) mechanism.

Primary Duties and Responsibilities:

  1. Technical lead in the overall implementation of the Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) component of the project utilizing the Poverty Graduation Model Approach.
  2. Lead community-level resilience initiatives in BARMM and SGA areas, facilitating action plans and coordinating with local stakeholders.
  3. Strengthen institutional capacities through training and mentoring, ensuring the integration of DRR-CCA into policies and programs.
  4. Advocate for DRR-CCA mainstreaming, building partnerships, and representing the organization in relevant forums and events.
  5. Lead the development of high-quality activity designs of the project's interventions on DRR-CCA aligned with its logical framework and implementation plan.
  6. Organize and oversee project activities on DRR-CCA, including coordinating with program partners and stakeholders including documentation of project processes and approaches, budgeting, and preparing activity accomplishment reports.
  7. Support the Monitoring, Evaluation, Accountability, and Learning (MEAL) team in monitoring and evaluating the project’s progress and organizing and conducting MEAL-related activities such as surveys, focus group discussions, key informant interviews and project reviews and evaluation, including the collection of relevant data and information, as necessary.
  8. Lead and facilitate capacity-building initiatives for the rightsholders and other stakeholders on DRR-CCA.
  9. Assist in the preparation of the project's detailed implementation plan, annual work plan, interim reports and completion report in coherence with the project design, targets, timelines and budget.
  10. Organize and lead Quarterly Project Reviews, reflection and knowledge-sharing sessions with the rightsholders, partners, staff and other stakeholders for continuous learning and improvement in project implementation.
  11. Assume leadership responsibilities within technical areas of the organization's programming, demonstrating expertise and providing mentorship to team members, as needed.
  12. Provide support and expertise in other technical areas such as institutional strengthening, policy development, planning, and Islamic finance, as required.
  13. Willing to be deployed during humanitarian response and/or undertake any other assignment, as needed.

Educational Qualifications:

  1. A bachelor’s or master’s degree on Environmental Science, Disaster Management, Climate Change Adaptation, Development Studies, International Development, or any related discipline.
  2. Proven experience, at least 5 years, in designing, implementing, and managing DRR/CCA projects, preferably utilizing the Extreme Poverty Graduation Model Approach or similar methodologies.
  3. Strong understanding of monitoring and evaluation principles, with experience in conducting surveys, interviews, and data analysis.
  4. Demonstrated ability to build capacity and provide technical assistance to stakeholders, including community members, government officials, and partner organizations.
  5. Excellent project management skills, including budgeting, planning, and reporting.
  6. Strong communication and interpersonal skills, with the ability to work effectively in a multicultural environment.

Required Skills:

Project Management: Ability to effectively plan, implement, and monitor projects, ensuring they are delivered on time and within budget.

Technical Expertise: Strong understanding of DRR-CCA methodologies, and the ability to apply this knowledge to project design and implementation.

  10. Experience contributing to the drafting of work plans, progress reports, and other project-related documents.

  12. Demonstrated experience of 3-5 years working with various international NGOs, preferably in the Philippines or other developing countries, with a track record of successfully implementing projects in humanitarian contexts.

DEPARTMENT / PURPOSE: Programme Support Department

Programme Support Department provides necessary support in terms of finance, HR-admin, log and security to IRW-PH office to ensure smooth running of the programme and adhere IRW-PH internal policies, procedures and compliance of donors and IRW partners.

JOB PURPOSE:

To work closely with the Finance Officer on a day to day management of financial matters of the IRW-PH Office, and to ensure that the IRW-PH office maintains a high standard of budget, accounting and financial controls.

REPORTING TO: Finance Manager

KEY OBJECTIVES

To apply the basic accounting principles, knowledge, and techniques to analyze the variances, assist in production of journals, and perform routine accounting activities

To monitor the flow of all the cash transactions, ensuring their proper entry, verifying the accuracy of financial records, assisting in report generation, and recommending policies for improving the financial procedures and policies.

PERSONAL SPECIFICATION

Essential

Accounting & Financial Management

  • Preparation of journals, first hand review of payment requests documentations and data entry in AX to ensure segregation of review and approvals among finance staffs.
  • To ensure that financial transactions are processed in accordance with IRW applicable accounting policies, procedures and standards.
  • To apply the basic accounting principles, knowledge, and techniques to analyze the variances, assist in production of journals, and perform routine accounting activities
  • To ensure that financial transactions are accurately recorded in the bankbook / cashbook in a timely manner.
  • Perform accounting computations and calculations accurately, and try to identify if there are discrepancies, and if there are any errors, try to resolve them
  • To ensure that financial transactions are accompanied by appropriate and relevant supporting documentation dually signed and authorized by relevant budget holder.
  • To review and check financial supporting documentation for integrity, accuracy and completeness before transaction is approved for payment.
  • To ensure that financial records, both paper and electronic formats, are up to date, filed in an orderly manner, kept securely, and easily retrievable.
  • To submit to Finance Officer monthly cashbook / bankbook, in a timely manner and as per agreed deadlines, for review, sign off and onward submission to HQ/Region.
  • To ensure that a complete and accurate record of all petty cash transactions is maintained at all times, that petty cash expenditure are fully monitored and reconciled, and that requests for replenishment are made in a timely manner or as and when required.
  • To assist Finance officer to prepare budget v actual analysis monthly or as and when required highlighting major variances for follow up and action.
  • To monitor bank / cash balances for the Cotabato office and request for top ups through the Finance Officer in a timely manner.
  • To ensure that bank statements are reconciled and dually signed and authorized periodically or as and when required.
  • To ensure that cash is counted, reconciled with cashbook balance, recorded on the cash count form, and dually signed and authorized on daily basis.
  • Provide inputs regarding Finance best practices and procedures for policy revision.
  • Contributes to unit goals by accomplishing related duties as required.
  • Responsible for handling inquiries and queries and provide information about the policies and procedures. They assist in the budget preparation and ensure that expenditures that have been incurred are posted to appropriate accounts.

ESSENTIAL

ROLE PURPOSE

The position is primarily responsible for developing project budgets, consolidated financial reports for monthly financial and donor report, receiving and reviewing partner expenditures and reports. The Finance Coordinator will be responsible for implementing fraud risk prevention, mitigation, and response plan.

KEY RESPONSIBLITIES

Project financial proposal development

  • Lead the preparation of project financial proposals for all new projects, ensuring accurate cost allocation coordinating with the program team.
  • Lead budget revision/change request and submit.

Financial reporting

  • Prepare financial report and submit to project team with burn rate.
  • Submit relevant financial report on monthly basis to regional finance team.
  • Compile and submit the financial report within the due date.
  • Maintain track of the budget in accordance with the signed project agreement.
  • Complete donor’s financial report in compliance with donor’s conditions within in due date.
  • Periodic review of AX data, ensure that all cost codes are correct, and complied with.
  • Review and consolidate critical financial information (annual budgets, reports) within tight timelines.

Donor compliance in financial management

  • Comply with donor’s condition on partner financial management.
  • Review partners finance system and identify the improvement area.
  • Ensure that partners have sound internal control system and it is effectively comply with. Do corrective action in case weak internal control system in partners finance system
  • Recommend for improvement, make regular follow up for compliance.
  • Ensure compliance of terms and conditions of partner’s agreement.
  • Ensure partner advance is liquidated before financial year close/grant close.
  • Post requires a high level of coordination within the district and with the country programme.
  • Needs to solve problems on financial matters.
  • Review and consolidate critical financial information (annual budgets, reports) within tight timelines.

Project financial monitoring

  • Ensure project financial management is done in compliance with donor’s conditions within time.
  • Ensure spending is done in line with approved project budget.
  • Burn rate meet in line with cash flow forecast.
  • Timely cost recovery of project – periodic reconciliation of cost recovery charging.
  • Charge monthly apportion cost in project.
  • Ensure compliance of Anti-Fraud, Corruption & Bribery policy.

Closing of Grants project

  • Timely track of the project budget and expenditure and share among concern departments.
  • Timely review donor’s conditions/ Grants conditions for closing of grants on financial part.
  • Complete step by step task for closing of grants in finance part.

Audit Support.

  • Support to conduct project audit, annual calendar and statuary audit.
  • Draft management response against audit observation.
  • Follow up on Audit Action.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Knowledge and Experience

  • Master’s degree in accounting, Finance, Business Administration with minimum of 3 years’ experience in a similar position is required.
  • Proven experience in dealing with audit, tax related matters and issues and foreign exchange.
  • Clear understanding of the development sector, its operating and regulatory environment.
  • Clear in-depth technical and practical knowledge and understanding of the relevant job domain.

  • Strong communication, coordination, and negotiation skills.
  • Demonstrated ability to build positive and trustworthy relations for influencing.
  • Experience in managing time and resource constraints.
  • Ability to communicate effectively orally and in writing in English and Nepali in order to communicate complex and technical information to technical and general audiences; and
  • Proven IT skills: Word, Excel, Outlook, PowerPoint etc.
